William C Parker:

Main Concerns: Eligibility and Requirements

Woodford R. Porter Scholarship Program. The Porter Scholars Program is specifically for Black/African American students from certain counties within the Commonwealth.

Why didn’t UK maintain this same model?

With it’s already turbulent past and current issues with recruiting and retaining Black students, we think it’s necessary that the University revise the William C. Parker Diversity Scholarship Program.

-Tsage put something in here to emphasize the importance of communication from WCP regarding people who have applied.

Please provide a detailed breakdown of how William C Parker and Lyman T Johnson are funded

Where is the money coming from and how much per institution (institutional donor, institutional fundraising, state grants, federal grants, etc)

Please provide a detailed breakdown of students who are receiving these scholarships including ethnicity, race, gender, geography, other factors?

The number of students receiving institutional aid specifically? How much aid goes to each category?

Parker was a place where students could go out of need

Distributing parker based on outcomes

What are the reforms?

Desegregation funds: how do you mean?

Nation criteria change

Freshmen and re-admitted students and transfer students

Desegregation funds: funds for recruitment and scholarshipping, the funds are not earmarked in that way

Only $150k in total

$335 million in 2007, 257 million now: state funding

Parker has 2.5 to 12 million

The rest of the funds come from tuition income and state appropriations

All financial, faculty, etc…

How are state funds now earmarked?

Kentucky has a lump-sum appropriation

Mandated programs: an amount of money that must be directed towards certain program

As land-grant we must match federal funds

No funds currently earmarked for student financial aid

The university is a quasi-state agency

Model procurement laws

Anything over $10k, we must submit a proposal

“Unfunded mandates”

The state mandates that scholarships are provided for certain students

The state requires that, but they give no money specific to that outside of the lump sum.

After all requirements are met, the university then gets to decide how we spend that money

The Board of Trustees Approves the Budget

The minority state educators, CAP grants, etc.

Through the department of education

Not awarded for Black students

Comes out of graduate schools

Identify someone based on criteria, interviews, etc.

Advisory board to distribute more funds

A lot of departments and colleges money do come from donors

NOT a restricted fund. Funded from institutional money.

Institutional, federal, state aid… then we can look at excess

Colleges and donors have a lot of constraints

Lets talk about donors:

Affirmative Action Case Law also plays a part

Who makes the decisions for William C Parker requirements?

Retention benefits and outcomes for students

CARES provides support for WCP, but they do not regulate WCP

Ex: CARES forgetting to turn in a sign-in sheet means that student loses their scholarship

What does UK deem to be diversity?

Against the University of Michigan: Gritt V Michigan 2003 and Bollinger v Michigan

You cannot make a decision solely based on race

What is a critical mass for race/ ethnicity when determining how to distribute funds?

You have to be able to demonstrate that you have done everything you can to help students

It can not be at the cost or expense of another population

Cases leaned on the fact

They got very fact on overturning affirmative action

Provide for our students but also respecting case law ***

Universities may have affiliated foundations which can create scholarships through private money.

We cannot give the foundations university dollars

Started through fundraising

Make the BSAC a foundation to distribute the Bilal scholarship?

You can publicize it through UK but it’s still held outside the university

How do give this knowledge to other students?

Working on internal processes: Making sure that the structure of how aid is distributed is in the best possible format

Diversity Recruiter: Buzz, Shaquinta Neal (oversees all territories), and will be looking for a Latinx recruiter soon
